Residence:
Residence permits allow a person to live in New Zealand on a permanent basis,
and a Returning Residents visa allows them to leave and return.

Citizenship:
If a person is granted residence they retain their original
citizenship. However once a person has been a resident of New Zealand
for a certain time period, he or she may apply for citizenship (and obtain a New Zealand
passport).
The timeframe in which you must have held
New Zealand residence for prior to an application for New Zealand
Citizenship differs depending on your circumstances.
